I wonder if the creators of this video came up with the pacemaker attack after seeing it done on the TV show "Homeland" or if it's just a coincidence. I agree with some of the previous commenters that low-scale cyber warfare is already taking place. But I don't think that any legal frameworks governing its usage will be enacted until there are large-scale casualties, unfortunately. No government that is capable of undertaking these attacks wants to voluntarily tie one hand behind their backs.

I agree with much that TimWalsh at July 21,2015 said. One thing I had noticed is that some laws that already exist can be amended to include the technical component. such as Title 18 and its revision by Ronald Reagan to become the Comprehensive Crime Control Act of 1984 which was then further amended to become the Computer Fraud and Abuse Act. Instead of making more laws, the existing laws were revised and amended.

This is an interesting overview of the cyber issues in our world today. While it is a challenge to define Cyberwar especially using our past experience with what constitutes an act of war or war crimes. It is no simple task to determine new international laws to police a moving target. As those in authority contemplate the charges against those who create the code, build the hardware and ultimately push the button, that assumes the actual perpetrator will be identified and mistakes are not made in bringing the right persons to justice. It is a huge task and responsibility to design an international framework and enforce it accurately. Hopefully, funding is allocated so this is a work-in-progress and to minimize response time when these actions occur.

This was a pretty cool video describing the capabilities of cyber warfare. I have read some stories that some countries have already utilizing cyber attacks during warfare. For example, when Russia invaded Georgia, it was reported that many of Georgia’s government websites had been taken down, which prevented the government from communicating with its members as well as its own citizens. It will be interesting/scary to see how cyber attacks can shape future conflicts.

Great video which highlights the lack of international laws regarding the future of cyberwar and the issues around creating such a framework. This quite a daunting task which I believe needs to have more resources put into it right away. As you can see with other videos in this gallery, such as the ones involving Stuxnet, cyberwarfare has already begun.
