I'm not sure I believe that the chinese government hasn't attempted to or succeeding in hacking US government or corporate systems. I would say there is a 99.999% chance they have. I'm pretty sure the US has likewise attempted to hack other countries systems. We deployed Stuxnet in Iran and recorded German Chancellor Angela Merkel's phone calls. The US military is building up its anti-cyber attack capabilities. I hope its enough. The govt has A LOT of systems to protect.

It is interesting to see how the "other" side sees how hacking the USA is a national pride statement for them. It seems most hackers are doing it for self pride and monetary gains, not "I did this for my country". I also don't believe China is cracking down on hackers, now, if those hackers target Chinese government or business systems I would agree they are cracking down on them. However, I do not believe they are cracking down on hackers who attack outside of China,

Interesting delineation between what motivates a Chinese hacker versus a US hacker, specifically that their opinion of their respective government serves as a catalyst. After viewing several of the Defcon videos, it does seem apparent from my perspective (outsider looking in) that US hackers are not too fond of the US Government (in general).

The public perspective of hacking in China is interesting. Where it is seen as a negative thing here, it appears to be positive there. Given all of the information out there regarding Chinese hacking, I doubt the government really discourages hacking outside of China. I can see them offering jobs to talented hackers rather than prosecuting them.

Cyber security laws in America I believe are very strong because USA is much more dependent on information technology than any other country. I have read and scene other videos about how and why cyber criminals primarily operate in other countries. However, with some many cyber operations around the world (legal or criminal), it can be easy for one country to suspect another country of cyber crime but harder to prove in court.
