Plenty of research out there on this subject matter that allows you to make an informed opinion. Would not base my opinion on this.video alone. There are also some good discussions on "preparedness". True the number cyber warriors representing a nations military does not paint a holistic picture of a nation's ability to engage in a cyber war. However,it is certainly what I would call good indication. Suggested reading "Cyber War" by Richard Clarke.

I find it very interesting how Chinese hackers appear to do it mostly as a patriotic act vice americans opting mostly against doing it for patriotism. It seems odd that a Chinese government who seems to have a lot of control over there citizens state they are not utilizing these hackers. They give the appearance of these hackers they can't control. Very interesting article.

Clever but not enough. one of the former hacker said that "there is no evidence that we are/ have been hacking into USG". He dint deny the fact that china has been doing this, he just stated that there is no evidence. Lets wait for the big day where USG can contain some evidence and walk ahead for a legal action.

it's true that the Chinese hackers are one of the most sophisticated hackers in the world,their is doubt about them attacking the US community.it has been proven in many cases but they will not say it out loud.
